Solicitation of Offers


  1. You must have completed at least ten (10) homes
  2. Owe no delinquent taxes/debt to the City of Houston

A. Review the two (2) types of Solicitation of Offers

B, Once you have decided which program you would like to participate in, look at the available lots

C. Review and select lots

  • Builders may select a maximum of ten (10) properties to be included in your contract.
  • After you have selected the lots, you have ten (10) business days to submit all other documentation listed under section "D".

D. Complete and gather the following documents to be submitted electronically to yvonne.cantu@houstontx.gov.

E. Approval

Once all documents are received, your package will be sent to the Lot Selection Committee for a preliminary approval. Documents must be submitted no later than the 1st Friday of the month in order to be on the following months agenda. If approved, your contract will be placed on the next agenda for Board approval. The LARA Board meets on the 4th Friday of each month.  Dates are subject to change. After Board approval, your contract will be sent to the title company for closing (an approximate two week turnaround).
