Training Administrator, Supervisor (Development)

Karen Harris began her career with the City on February 17, 1992 in the Public Works and Engineering Department. She was hired as a trainer and is currently in the position as Training Administrator. She has over 20 years experience in adult education. Karen earned her B.S. in Urban Studies from Morgan State University of Baltimore, Maryland, M.B.A. in Business Administration from the University of Phoenix, and C.P.M (Certified Public Manager) from Southwest Texas State University. She’s been on staff at the E.B. Cape Center since it opened its doors in 1996. Her area of expertise is professional development training for employees at all levels in the organization. The Leadership Institute (Public Works and Engineering), Foundations of Supervision, Superior Performance Program (SPP), CAPS (City Accreditation Program for Supervisors) and Listen to the Expert programs were major training events coordinated, facilitated and monitored by Ms. Harris. In the past years she’s taught supervision, leadership, diversity, and communication skills courses for participants from PWE as well as the Health Department, Municipal Courts, Library, and other municipalities. Currently, Karen is the administrator for LIP (Leadership Institute Program) at the Learning and Development Center and she supervises the training staff.
