Senate Bill 369 would have required cities, on December 31, 2023, to automatically disannex all areas that are in the City’s General Purpose annexation that do not receive “full services.” These services include police ,fire, EMS, solid waste collection, and the operation and maintenance of water and wastewater facilities along with the operation and maintenance of roads and streets, including road and street lighting and any other city-owned facility.

The City is currently working on several water and wastewater projects that would provide full city services to the areas that lack the, many of which are mostly undeveloped. The City Is working with those property owners to ensure that they receive what they need, but this bill would have prevented the City from doing just that.  This bill’s “automatic” disannexation also does not account for all the landowners that would like to remain a part of the City.

SB 369 passed the Texas Senate put did not pass the Texas House.
