2020 Major Thoroughfare and Freeway Plan Amendment Requests


The Major Thoroughfare and Freeway Plan is updated annually through a process that begins in January and ends in September with City Council approval of the updated plan. The new map is then posted to the Planning and Development Department web site in October.

Timeline & Process

Mandatory pre-submittal conference with staff – January 6, 2020 to February 28, 2020

Application submittal period – January 13 to February 28, 2020

Public Comment Period – April 30 to June 18, 2020

Public Comment Period for DEFERRED Amendments – July 27 to August 18, 2020

Planning Commission Recommendations - July 16, 2020
The Planning Commission will consider taking action on each application. The Planning & Development Department will forward the proposed changes to the 2019 MTFP map by September 30, 2020, to City Council for adoption.

Thursday, July 16 - 2:30 pm

Beginning April 16, 2020, Planning Commission meetings will take place online, using the Microsoft TEAMs platform.

      Basic Virtual Meeting Instructions

      • Join the meeting via the link or by phone.
      • After joining, stay muted to minimize background disruptions.
      • If you are recognized by the Chair to speak, unmute yourself and consider turning on the app’s video during your speaking time.
      • State your name, spell your last name, and make your comments in the specified time allowed. Say if you are in support, against, or undecided, and conclude when prompted.
      • To mute or unmute yourself on the phone, press *6. On the computer, use the microphone icon.
      • Please turn off your video after speaking. Remember, your image and background are made public.


      Public Comments

      The public may address the Planning Commission on MTFP agenda items. Please submit comments or sign up to speak at least 24 hours in advance of the meeting. All comments are made part of the public meeting record.

      • Use the online speaker form at https://www.tfaforms.com/4821818 or submit comments on an item via email to mobility.planning@houstontx.gov.
      • You may also call the Planning Department at 832-393-6660. A staff member will take your comments, which will be included in the public record.
      • Speakers will be called on in the order of sign up and can speak for up to five minutes, as announced

      If you have materials or graphic information for the Planning Commission to consider, submit it via email to mobility.planning@houstontx.gov 24 hours in advance of the scheduled meeting for it to be included in the final agenda packet.

Property Owner Notification – Early May 2020

City ordinance require us to hold a Public Hearing and provide notice to the abutting property owners. The Public Hearing is scheduled for Thursday, June 4, at 2:30 pm.

Open House

Due to COVID-19 concerns, the United Way has cancelled meetings through the end of April. This affects the Major Thoroughfare and Freeway Plan Meeting (Open House). Accordingly, we will not hold an Open House this year. Per city ordinance, the Open House is not mandatory, however, we must hold a Public Hearing and provide notice to the abutting property owners. Currently, the Public Hearing is scheduled for Thursday, June 4, at 2:30 pm.
