HPD Captain Receives Reprimand July 9, 2007 - On June 29, 2007 Chief of Police Harold L. Hurtt issued a written reprimand to Captain David J. Williams formerly assigned to the Tactical Operations Division. The written reprimand was issued at the conclusion of an Internal Affairs Division (IAD) investigation regarding the shooting death of a citizen on January 7, 2007. While the investigation determined that the shooting was justified due to the threat to life, the investigation concluded that Captain D. J. Williams did not comply with department policy regarding to the deployment of the Special Weapons and Tactics Detail (SWAT) and the Hostage Negotiation Team (HNT).
