Incident at 4401 Walker January 01, 2008 - A suspect has been arrested and charged in the fatal shooting of one man and wounding of another at 4401 Walker about 12 p.m. on Monday (Dec. 31). The suspect, Fernando Vasquez (H/m, DOB: 11/9/76), is charged with murder in the 176th State District Court. He is accused in the killing of David Lozano, 50, of 290 Lakeside Road in Shepherd. The second victim, Norman Flippen, 53, of 290 Lakeside Road in Shepherd, suffered a gunshot wound and was transported to an area hospital. HPD Homicide Division Sergeant J.T. Parker and Officer R. Cervantes reported: Officers responded to a shooting call at 4401 Walker and found the victims and suspect at the location. Lozano and Flippen were at the residence and became involved in a physical altercation with Vasquez. Lozano and Flippen went outside and sat in a vehicle parked in front of the location when Lozano shot both victims with a rifle.
