Suspect Arrested, Charged in Fatal Traffic Accident at 4100 North Freeway

October 17, 2011 - Charges have been filed against a suspect arrested in a fatal traffic accident at 4100 North Freeway (North Interstate Highway 45) about 3 a.m. on Sunday (Oct. 16).

Allen Ka-Wong Kwan (A/m, DOB: 2-23-77) is charged with intoxication manslaughter in the 262nd State District Court. He is charged in the death of a 33-year-old male pedestrian whose name is being withheld pending verification by the Harris County Institute of Forensic Sciences. HPD Vehicular Crimes Division Sergeant J. Chambers and Officer D. Schlicter reported:

Kwan was driving a silver Infiniti G35 at a high rate of speed northbound on the North Freeway and passed through a construction area with workers present. The vehicle veered into the construction area around the 4100 block of the North Freeway and struck one of the construction workers in the closed section of the freeway. The construction worker was pronounced dead at the scene.

Officers arrived, determined Kwan was intoxicated and arrested him at the scene.
