2nd Update: Two Suspects Arrested, Charged in Fatal Shooting of Woman at 2400 South Loop West

December 19, 2014 - Charges have been filed against two suspects arrested in the fatal shooting of a woman at 2400 South Loop West about 6 a.m. on December 5.

The suspects, Reginald Plair (b/m, 30) and Laquinta Dewayne Powell (b/m, 33), are charged with capital murder in the 339th State District Court for their roles in the killing of Angelina Romero-Alvarez, 50, of Houston. Photos of both suspects are attached to this news release. A photo of Ms. Romero-Alvarez is also attached.

HPD Homicide Division Sergeant W. Meeler and Senior Police Officer J. Villareal reported:

Ms. Romero-Alvarez was about to get into her vehicle in the parking lot of the Wilcox Apartments when she was approached by an unknown suspect(s). At some point, as she stood outside her vehicle, Romero-Alvarez was shot. Witnesses reported seeing an unknown vehicle driving away from the scene.

Investigators learned two other women were robbed and shot the same morning, in less than two hours. About 5:50 a.m., a female, 47, was in an apartment complex parking lot at 10201 Telephone Road when she was shot and robbed by an unknown black male suspect seen driving a white, four-door vehicle, possibly a Chevrolet Impala. About 7:20 a.m., an elderly woman, 70, was in an apartment complex parking lot at 6922 South Loop East when she was also robbed and shot by an unknown black male suspect seen driving in a white sport utility vehicle. Both women suffered non-life-threatening wounds.

Further investigation developed information on suspects Blair and Powell as suspects in Ms. Romero-Alvarez's murder. Plair was arrested on December 10 and Powell was taken into custody on Thursday (Dec. 18) without incident. Plair is also charged in the robbery/shootings of two other women (noted above) that occurred the same morning of the murder.
