October 22, 2019 - Charges have been filed against a suspect for his role in the fatal shooting of a man at 5724 Tidwell about 11 p.m. on Monday (October 21).

The suspect, Richard Christopher Russell (b/m, 25), is charged with murder in the 262nd State District Court.  A photo of Russell is not currently available.

The victim, Kenneth Hoskins, 58, was pronounced dead at the scene.

HPD Homicide Division Sergeant J. Horn and Detective S. Overstreet reported:

HPD patrol officers responded to a person down call at the above address and arrived to find Mr. Hoskins lying on the sidewalk in front of a convenience store.  Houston Fire Department paramedics arrived at the scene and pronounced him deceased.

Further investigation determined Hoskins and the suspect, Russell, got into an argument at the convenience store.  Russell left the scene and walked to his next door business (5724 Tidwell Road).  He then returned armed with a pistol and approached Hoskins, who was armed with a shotgun.  A shooting then ensued, during which Hoskins was fatally struck.  Russell, also wounded, fled and later went to a nearby hospital for treatment.
