January 10, 2023 - Charges have been filed against a suspect arrested in a fatal crash at 17800 Barker Cypress Road about 8:25 p.m. on December 31.

The suspect, Christian Rayo, 27, is charged with murder in the 208th State District Court.  A booking photo of Rayo is attached to this news release.

The deceased female victim is identified as Kiara Hurtado, 12. 

HPD Vehicular Crimes Division Sergeant D. Hall and Officer Z. Radcliffe reported:

Deputies with the Harris County Precinct 5 Constable's office attempted to conduct a traffic stop on a maroon Toyota Camry for speeding in the area of Barker Cypress Road and the Katy Freeway (West Interstate Highway 10).  The Camry's driver (Rayo) refused to stop and ran a red light on Barker Cypress Road at Park Row Boulevard.  The Camry struck a black Jaguar X-TYPE turning onto Park Row Boulevard.

Rayo and four passengers in his vehicle were taken to area hospitals where one of the passengers (the juvenile female victim) was pronounced deceased on January 4.  The male driver, 28, of the Jaguar was transported via Life Flight Helicopter to Memorial Hermann Hospital. 

Following his release from the hospital, Rayo was transported to the Harris County Jail.
