Investigation into Incident at 413 Rouse Street

May 4, 2023 - Houston police are investigating an incident in which an HPD officer fatally shot a suspect at 413 Rouse Street about 1:45 p.m. on Wednesday (May 3).  

The identity of the suspect is pending verification by the Harris County Institute of Forensic Sciences.  

HPD Officer A. Alvarez, who discharged his duty weapon, was not injured in the incident.  Officer Alvarez was sworn in as an officer in March 2019 and is assigned to the Northeast Patrol Division.  

HPD Special Investigations Unit Sergeant M. Ynosencio and Detectives V. Praxedes, N. Alvarado and T. Vaca reported:  

HPD patrol officers responded to a check on welfare call at a residence at the above address and were told by a family member the suspect was having issues with alcohol and using narcotics.  The family member also stated the suspect had threatened him and the neighbors.  As the officers made contact with the suspect, he became aggressive and then went into the residence, threatening to assault his family member, neighbors and officers.  The suspect then threated to retrieve a pistol and shoot officers.  

At that time, officers discharged their CED (Conducted Energy Device) at the suspect at least twice with no effect.  After making the threat, the suspect moved quickly toward the kitchen and behind a counter, which obstructed the officers' view of his hands.  Fearing for his life and that of his partner, Officer Alvarez discharged his duty weapon at the suspect, striking him multiple times.  Officers immediately provided medical assistance until Houston Fire Department paramedics arrived and pronounced the suspect deceased.  

As is customary in HPD officer-involved shooting incidents in the Houston city limits, this case is being investigated by the HPD Special Investigations Unit, the Internal Affairs Division and the Harris County District Attorney's Office.
