On November 1, 1983, City Council adopted the Resolution setting forth the requirement for a Five Year Capital Improvement Plan.
The Capital Budget is a Five year plan updated annually, addressing the infrastructure needs for the City of Houston.

Capital Improvement Plan Public Meeting - Project Lists and Maps
The City of Houston conducts public meetings on the City's Annual Capital Budget in each council district. Since 1984, the City has held public meetings to obtain citizen input before preparation of the capital budget. These meetings provide citizens the opportunity to participate in the capital budget process by contributing comments and suggestions about needed services and improvements. The public meeting schedule is usually posted in early February of each year. The District information posted is updated annually after the last CIP Public Meeting held in the calendar year.
