Officer T. Turner was arriving at an accident involving a single vehicle that had rolled over on U.S. Highway 59 (Eastex Freeway) when she noticed a black male running from the scene. Officer Turner broadcast the male’s description over the police radio and checked the overturned black Jeep Cherokee for other occupants, but found none.  About 20 minutes later, a man matching Officer Turner’s description was observed falling off an elevated part of the Eastex Freeway onto the intersection of Congress at Chartres, causing his death.  The location of his death was about one-half mile from where the Jeep had overturned.
