Bipartisan Infrastructure Law

The Bipartisan Infrastructure Law provides $15 billion in airport infrastructure funding. The money can be invested in runways, taxiways, safety and sustainability projects, as well as terminal, airport-transit connections and roadway projects.

Of that amount, $5 billion has been granted to provide competitive grants for airport terminal development projects that address the aging infrastructure of the nation’s airports from the Airport Terminals Program. These grants will fund safe, sustainable and accessible airport terminals, on-airport rail access projects and airport-owned airport traffic control towers. Projects may also include multimodal development.

  • $1 billion is awarded annually to provide for these competitive grants for airport terminal development projects that address the aging infrastructure of the nation’s airports.

In FY 22 and FY 23, Houston Airports received the following as part of the Airport Terminals Program Grants:

FY22
Bush Intercontinental Airport (IAH) $40.0M
Replacement of building systems and components will improve connectivity and expand equitable access for persons with disabilities. The restrooms need reconstructing to bring them into compliance with Americans with Disabilities Act (ADA) standards including, but not limited to, turning radiuses and clear floor areas.  Replacing aged assets with new energy efficient technology in entrance vestibules, conveyance systems, lighting upgrades, and HVAC elements will improve energy consumption reducing carbon emissions. By utilizing low flow fixtures in rehabilitated restrooms, water usage will be reduced.

Hobby Airport (HOU) $3.6M
The HOU Restroom Rehabilitation and Modernization Project (Phase 3) will rehabilitate certain restrooms to current Americans with Disabilities Act (ADA) standards and construct with new energy efficient fixtures and technology. The project will also replace aged plumbing infrastructure in the Hobby Airport Terminal Building and concourse.

FY 23
Bush Intercontinental Airport (IAH) $9.6M
This award funds of a portion of the IAH Terminal Efficiency Project, which will replace or rehabilitate aged public restrooms, terminal entrance vestibules, lighting systems, escalators, elevators, moving sidewalks, and HVAC systems.
