HSIP MapCompetitive Grants - Highway Safety Improvement Program (HSIP)

The Highway Safety Improvement Program (HSIP) is a core Federal-aid program with the purpose of reducing traffic fatalities and serious injuries on all public roads, including non-State-owned roads and roads on tribal land.

The HSIP requires a data-driven, strategic approach to improving highway safety on all public roads with a focus on performance.

The Bipartisan Infrastructure Law (BIL) continued the Highway Safety Improvement Program (HSIP) with several new requirements and increased funding levels.

BIL emphasized the importance of vulnerable road user safety as part of the HSIP by introducing a vulnerable road user safety special rule and requiring all states to develop a Vulnerable Road User Safety Assessment.

BIL also allows states to use up to 10% of their HSIP funds on specified safety projects.

Texas Department of Transportation (TxDOT) manages the Texas HSIP to comply with federal requirements. HSIP, directed by Texas’ Strategic Highway Safety Plan (SHSP), works to achieve the main objective of significantly reducing traffic fatalities and serious injuries on all public roads by providing a standardized approach for identifying and reviewing specific traffic safety concerns throughout the state. This funding source aligns directly with the City of Houston’s Vision Zero goals.

The available funding changes annually, but since 2020 the City of Houston has been awarded over $17 million through this grant program.
