The Accounting and Internal Control division ensures that the City's financial transactions and reporting are secure and trustworthy by monitoring and overseeing the accounting, fixed asset management, grants management and internal control functions of the City's financial system. The division must make certain that the City of Houston's financial statements are reliable and in accordance with the highest standards, reflecting the actual financial condition of the City. The division is tasked with coordinating the annual audit and the development of the annual indirect cost allocation plan.
Auditing

- Audits hotel occupancy taxes, tax abatement agreements and franchise fee agreements.
- Conducts operational and internal control audits, as necessary.
Cost Accounting

- Develops the City's annual indirect cost allocation plan to recover indirect costs of services provided by Central Service Department for the City of Houston.
- Conducts cost and fee studies, as necessary.
- Provide technical accounting and management assistance to City departments in preparation of monthly and quarterly capital projects and asset reconciliations.
- Coordinates year-end departmental preparation of project and asset roll forward analyses for external auditors and financial statement notes for the Comprehensive Annual Financial Report.
- Prepares monthly and yearly analyses of the ending trial balance to ensure each department's asset-related entries for the fiscal period balance within the respective account sets for each measurement focus/basis of accounting required by GAAP.
- Runs and monitors daily and periodic SAP system processes, in support of the project and asset accounting modules.
- Oversees accounting, collections, and other operational support for the City's nuisance abatement and street paving assessments.
- Reconciles the general ledger to the Finance department bank accounts.
Funds Management

The primary purpose of funds Management is to help protect the retirement security of employees, retirees, and their families. In order to accomplish this, the section:
- Oversees and manages the citywide program that is available to the City's more than 23,000 employees.
- Performs oversight of plan providers and fund custodians.
- Monitors and evaluates investment options, yield, and asset allocation of the plan.
- Provides advice and recommendations to the Board of the Houston Municipal Employees Pension System.
- Evaluates and selects the asset allocation for investments to ensure the diversification of assets.
- Prepares analyses of the rate of return of the fund portfolio.
