Suspect Arrested in Sexual Assaults on Five Juveniles

May 13, 2005 -- Houston police have arrested a suspect who dating back to 1997 has sexually assaulted five juvenile boys he had met through his church, and investigators believe there are likely other victims who have not yet come forward.

The suspect is identified as German Rojas Moreno (H/m, DOB 8-8-61). Thus far, he has been charged with two counts of indecency with a child, two counts of sexual assault of a child and one count of aggravated sexual assault of a child. All charges have been filed in the 230th State District Court.

Investigators also believe Moreno has been practicing medicine without a license.

HPD Officer M. Gallagher of the Juvenile Division Sex Crimes Unit reported:

Five males went to the sex crimes unit and made outcries to investigators that the suspect had sexually abused them when they were between the ages of 11 and 15, dating back to 1997. The victims have stated they first met Moreno when he was a member of and then choir director at the Saint Francis Desales Catholic Church at 8200 Roos. The juvenile victims said they were later medically treated by Moreno at the Dynamic Healthcare Center at 6006 Bellaire Boulevard. The victims said Moreno had befriended their parents and had gained their trust in order to allow them (victims) to spend the night at his residence. The victims stated Moreno drugged them and sexually assaulted them while they were passed out.

Following the investigation, investigators obtained a warrant and arrested Moreno without incident at the healthcare center at 6006 Bellaire just before noon on Wednesday (May 11).

Due to the number of victims who have come forward, investigators believe other potential victims have not reported similar contact with the suspect. Anyone who has been victimized by German Moreno is urged to contact the HPD Juvenile Division Sex Crimes Unit at 713-731-5335 and ask to speak with Officer Gallagher.

female security guard who advised she had been disarmed by a male suspect (Broussard) wearing a green sweat suit and followed him to this address. Sergeant Welch and the security guard pursued Broussard on foot, but lost sight of him near the Metro Transit Authority station at 1900 Travis Street.

While searching for the suspect, a witness on a bicycle told Sergeant Welch and the security guard that Broussard had gotten on a parked bus at the station and pointed him out. The security guard entered the bus and pointed out Broussard to Sergeant Welch. The passengers were told to exit the bus and Sergeant Welch began talking to Broussard, who stated the weapon was his. Sergeant Welch gave Broussard verbal commands not to touch the gun, which he ignored. Broussard got up, drew the weapon and pointed it at Sergeant Welch. Fearing for his safety, Sergeant Welch discharged his duty weapon and struck Broussard. Houston Fire Department paramedics responded to the scene and pronounced Broussard deceased. He was positively identified at the scene and was determined to be out on bond for escape and criminal mischief, and was wanted for felony assault on a public servant.

As is customary in HPD officer-involved shootings in the Houston city limits, this case is being investigated by the HPD Special Investigations Unit, the Internal Affairs Division and the Harris County District Attorney's Office.
