
The Houston Police Volunteer Initiatives Program (VIP) is for individuals who wish to volunteer their time
as members of the Houston Police Department. The greatest
asset of any community is its people. A barometer of that
value is the willingness of the people to volunteer. HPD
recognizes the importance of volunteers and the valuable
contributions they can provide the department. Our goal
is to enhance the quality of life in the city of Houston
by working as a team. As a Police VIP volunteer, you become
a member of our team.
The Police VIP is made up of several integral
components which form the Houston Police Department’s

C.O.P.S. is the base component of the Police Volunteer Initiatives Program (VIP), which forms the core support group that serves to enhance police services delivered by the department. Examples of volunteer opportunities include, but are not limited to, assistants in the areas of Clerical and Secretarial, Data Entry, Police Translators, Police Equipment Clerk, Crime Analysts and Planning. C.O.P. utilizes the services of citizen volunteers to improve the delivery of police services, and enhance the efficiency and effectiveness of the department.

HPD has two volunteer clergy program opportunities for faith based leaders and members of faith based organizations to become involved in. They are PACT and MAC. PACT stands for Police and Clergy Team, and MAC stands for Minister's Against Crime. These community policing programs came forth as a desire for faith based leaders and faith based members to be involved in the local community, to be prepared in case of a disaster or a tragic event occurring in the community. PACT and MAC are proactive as well since they are effective programs for reaching into the community to meet the needs of the community and for the community to be more involved in their local policing. The PACT & MAC have developed relationships between the clergy and the Houston Police Department so that when an event does occur, they are prepared. The PACT & MAC have tools and resources for communities which can help detour and prevent crime. Those tools and resources also help communities to be more involved through their leadership and the HPD to prepare for any tragic event that may occur in their local community.

The Student Internship provides qualified students with practical work experience that compliments their academic course work as well as course credit. It also provides the department with an opportunity to involve students in various aspects of police work. Student Internship is designed to provide students with an opportunity to integrate theory and practice. Students are able to gain valuable work experience, on-the-job training, and have an opportunity to develop a professional networking base for the future.

Disqualifiers:You can not become a Police VIP Student Intern if any of the following apply:
- Are not a legal United States resident.
- Not reached 17 years of age (Unless specifically noted in component qualification).
- Been convicted of a Class A Misdemeanor or higher.
- Been convicted of a Class B Misdemeanor in the past 10 years.
- Used (tried), sold any dangerous drugs or narcotics including cocaine, crack heroin, LSD.
- Been dishonorably discharged from the United States Armed Forces.
- Had a pattern of abusing prescription drugs.
- Had excessive traffic violations within the past five years.
- Been previously employed as a law enforcement officer and since has committed or violated Federal, State, or City laws pertaining to criminal activity.
- Current City Employee status.
- A physical or mental disability that would substantially impair an individual’s ability to perform his/her duties.
- Unlawful sexual conduct prior to and/or during volunteer term.
- Committed a felony prior to and/or during volunteer term.
- Inappropriate behavior relating to sexual harassment or other types of racial slurs.
- Committed any act or behavior tending to bring reproach or discredit to themselves or the Houston Police Department.
