Human Resources

Letter from the director

Omar Reid
Welcome to the city’s Human Resources Department. As Director of Human Resources, I am privileged to work with an innovative team of professionals who serve more than 21,000 city employees across 25 city departments. The Human Resources Department is deeply committed to the recruitment, retention, and development of a forward thinking workforce that serves the citizens of Houston.

I am pleased to announce that our goal of being a customer focused and people-centered matrix drive organization is being realized. So far in 2014, we are embracing Vision and Responsibility to guide HR toward being a premier organization.

With a focus on customer service and accountability, we are taking strides to exceed the expectations of stakeholders and achieve high levels of customer satisfaction by committing to our shared values of Integrity, Customer Service, Accountability, Honesty and Respect.

Yet, none of HR’s success would be possible without the unified vision of more than 250 HR professionals who create, develop and maintain HR programs that attract and engage a skilled and diverse workforce.

Our team works to encompass initiatives that focus on closing the gap on what our clients expect and what we deliver.

In that process, HR has:

    • Reduced city safety incidents by 7 percent with the implementation of our “Zero Incidents” safety culture
    • Lead process improvement with the revamping of our Employee Self Service portal
    • Utilized trending talent recruitment resources with an increased social media presence to network, connect with and widen the pool of diverse and highly skilled work candidates
    • Implemented award winning wellness initiatives to cultivate a healthier workforce
    • Initiated citywide compliance training

HR continues to demonstrate excellence through innovation, efficiency and wow customer service.  We recognize that change is revolutionary. As we continue on our journey from good to great, we begin with the end in mind and that is to be universally recognized for Human Resource excellence.
