Winter Storm Uri | Single-Family Home Repair Program

In February 2021, Texas was hit by one of the most severe winter storms in its history, Winter Storm Uri. This unprecedented event brought record-low temperatures, hazardous travel conditions, and widespread disruptions, including extended power and water outages. The storm’s impact was felt across homes, businesses, and critical infrastructure, prompting a federal disaster declaration on February 19, 2021 (DR-4586).

Home Repair Help - Now Easier Than Ever

The City of Houston has simplified the Universal Application for the Single-Family Home Repair Program, making it faster and easier for homeowners impacted by Winter Storm Uri to get the help they need.

Please note that applicants are only eligible to participate in one of the two pathways.

Pathway I | Reimbursement for Repairs


Overview:

Provides financial relief to households for repairs made to their primary residence due to damage from the 2021 Winter Storm Uri. Eligible homeowners may receive up to $10,000 in reimbursement.

Benefits:

Financial Relief – Homeowners who have completed partial or full repairs can recover some of their out-of-pocket costs, helping ease the financial strain of storm recovery.

To ensure we provide assistance to the most vulnerable first, participants in the program will be assigned a priority classification, known as 'Phase'. This system helps us effectively allocate resources and support where they are needed most.

  • Phase I: Elderly (62 or older) or disabled household member in a household at or below 80%
  • Phase II: Households at or below 80% AMI
  • Phase III: Households at or below 120% AMI

Pathway II Rehabilitation or Reconstruction


Overview:

These pathways support low- and moderate-income (LMI) households that have not yet repaired their primary residence after damage from the 2021 Winter Storm Uri. Eligible homeowners may receive up to $100,000 for rehabilitation or up to $300,000 for full reconstruction.

Benefits:

Major Repair & Rebuild Assistance – Provides critical support for homeowners needing substantial repairs or complete reconstruction, ensuring homes meet current safety and livability standards and are built to withstand future storms.
