Investigation into Shooting Incident at 2811 Eagle Creek

October 28, 2018 - Houston police are investigating an incident in which an HPD officer fatally shot an armed suspect at 2811 Eagle Creek at about 12:50 a.m. on Saturday (October 27).

The suspect, Christopher Carroll, 30, was transported to Lyndon Baines Johnson General Hospital where he was pronounced dead.

Senior Police Officer S. Dalton, who discharged his duty weapon, was not injured in this incident.  Officer Dalton was sworn in as an officer in May 1993 and is assigned to the Kingwood Patrol Division.

HPD Homicide Division Special Investigations Unit Officers M. Millington, J. Snook, E. Rodriguez, L. Lopez and R. Bass reported:

HPD patrol officers responded to a welfare check at the above address after employees with the U.S. Department of Veteran's Affairs Crisis Hotline contacted police.  The crisis hotline was told by the caller, later identified as Carroll, he had cut himself and was armed with a gun.

Responding officers made contact with a family member of Carroll's who stated he was suffering from Post Traumatic Stress Disorder (PTSD) and was currently experiencing a crisis.  Family members stated Carroll was armed with a handgun and could not be found inside the residence.  Fearing for the safety of Carroll and others, officers searched the backyard of the residence and the surrounding area.  Carroll was located hiding behind bushes in the backyard of the residence, wearing no clothing and armed with a handgun.  Officers repeatedly attempted to convince Carroll to drop his weapon and surrender, which he refused to do.  Carroll then raised his handgun and pointed it in the direction of officers.  Fearing for his life and that of his fellow officers, Officer Dalton fired his duty weapon one time, striking Carroll.  Officers immediately began to render first aid to Carroll and called for Houston Fire Department paramedics.  He was then transported to the hospital.

As is customary in HPD officer-involved shooting incidents inside the city limits, the incident is being investigated by the HPD Homicide Division's Special Investigations Unit, the Internal Affairs Division and the Harris County District Attorney's Office.
