Suspect Charged in Incident at 13400 Westheimer Road

January 31, 2022 - Charges have been filed against a suspect who led Houston police officers on a vehicle pursuit and was then wounded in an officer-involved shooting incident at 13400 Westheimer Road about 3:40 p.m. on Sunday (Jan. 31).

The suspect, Arthur Lee McShan, 40, is charged with felony evading in a motor vehicle in the 232nd State District Court.  A current booking photo of McShan, who is hospitalized, is not available.  A 2020 booking photo of McShan is attached to this news release.

Five HPD officers discharged weapons in the incident.  They are Sergeant M. Grossbard of the Property & Financial Crimes Division and Officers A. Ledford, D. Nguyen, J. Williams and R. Zhao of the Westside Patrol Division.  Sergeant Grossbard was sworn in as an officer in June 2008, Officer Ledford in December 2018, Officer Nguyen in March 2019, Officer Williams in May 2020 and Officer Zhao in December 2019.    

HPD Special Investigations Unit Sergeant. P. Buttitta and Detectives C. Walker, N. Alvarado, J. Kosler and W. Elliott reported:

Officers began pursuing a gold, four-door Toyota, for a robbery committed earlier in the day at 9303 State Highway 6 South in Fort Bend County.  Officers pursued the vehicle for approximately 20 minutes.  As the suspect driver approached the intersection of Eldridge Parkway and Westheimer Road, he began to ram into other vehicles as he continued to evade officers.  The suspect lost control of his vehicle, striking the median, which caused his vehicle to spin around and strike another vehicle.  The Toyota jumped the median and rested in the middle of the roadway.

As officers attempted to block in his vehicle, the suspect exited the vehicle and extended his hands out in a shooting position in the direction of the officers.  At that time, five officers discharged their weapons in the direction of the suspect, striking him several times.  The suspect was flown by Life Flight helicopter to Memorial Hermann - Texas Medical Center Hospital, where he is expected to survive his injuries. 

No officers or other citizens were injured during this incident.

As is customary in officer-involved shooting incidents in the city, the incident is being investigated by the HPD Special Investigations Unit, the Internal Affairs Division and the Harris County District Attorney's Office.
