Suspect Arrested, Charged in Incident at 2400 Brewster Street

December 18, 2023 - Charges have been filed against a suspect arrested in an officer-involved shooting incident that occurred at 2400 Brewster Street about 2:30 p.m. on Sunday (Dec. 18).

The suspect, Kevin Lyn Mitchell, 30, is charged with aggravated assault of a public servant in the 184th State District Court and felony attempt to take a weapon from a police officer in the 482nd State District Court. A November booking photo of Mitchell, who remains hospitalized, is attached to this news release.

HPD Officer D. Reinhold, who discharged his duty weapon at the suspect, was sworn in as an officer in July 2022 and is assigned to the Northeast Patrol Division.

HPD Special Investigations Unit Sergeant M. Glover and Detectives S. Mohajer, A. Henderson and H. Le reported:

HPD patrol officers responded to a report of a robbery at a business at 3302 Liberty Road. Officer Reinhold, in a marked HPD patrol vehicle observed the suspect running away from the scene at the above address while carrying merchandise believed to have been stolen from the business.

The suspect ignored the officer's orders to stop and continued to flee on foot. The officer caught up to the suspect in a vacant lot in the 3200 block of Quitman Street and attempted to detain him. The suspect then punched, bit, hit and stabbed the officer with tree branches.

Fearing for his life, the officer pulled his duty weapon and the suspect grabbed it and tried to take it from the officer. The officer was able to re-holster his weapon and the suspect started running again. The officer caught up with the suspect and they both fell to the ground during another physical altercation.

The suspect then tried to take the officer's taser. Fearing for his life, the officer fired his duty weapon once, striking the suspect. Houston Fire Department paramedics transported the suspect, later identified as Mitchell, to an area hospital in stable condition.

Paramedics also transported the officer for non-life threatening injuries sustained in the altercation.

The Harris County District Attorney's Office was consulted and Mitchell was subsequently charged for his role in the incident.

As is customary in HPD officer-involved shooting incidents inside the Houston city limits, this case will be investigated by the HPD Special Investigations Unit, the Internal Affairs Division and the Harris County District Attorney's Office.
