Armed Suspect Fatally Shot at 4100 Hoffman


August 18, 2015 - Houston police are investigating an incident in which an armed suspect was fatally shot by an HPD officer at 4100 Hoffman about 1 p.m. on Monday (August 17).
 
The suspect, Frederick Roy (b/m,35), was pronounced dead at the scene.  

Officer J. Vargas, who discharged his duty weapon, was not injured in the incident.  Officer Vargas is assigned to the Northeast Patrol Division and was sworn in as an officer in September 2011.  

HPD Homicide Division Officers M. Burrow and C. Liu reported:  

According to witnesses, Roy was armed, behaving erratically and was seen firing a pistol outside his mother's residence at the above address. Family members contacted police after Roy kicked in the front door of his mother's residence while she was inside.  Officer Vargas was nearby in his patrol vehicle and responded to the scene.  

The officer arrived at the above address and saw Roy and another male outside the residence.  Roy then began walking away and the other male (a relative of Roy) told the officer that Roy was armed and was shooting.  The officer then approached Roy and asked if he was armed.  Roy ignored the officer's questions.  

As the officer asked to search Roy, the suspect pulled up his shirt and pulled a revolver from his waistband.  Officer Vargas grabbed Roy's arm with one hand and they struggled over the weapon.  Fearing for his life, Officer Vargas discharged his duty weapon and shot Roy, who died at the scene.  Roy's revolver was also recovered.  

As is customary in HPD officer-involved shooting incidents in the city limits, this case is being investigated by the HPD Homicide and Internal Affairs Divisions, as well as the Harris County District Attorney's Office.
