The Police Financial Services Division (PFSD) oversees all fiscal operations for the Houston Police Department (HPD). PFSD manages HPD’s $1B+ budget, ensures compliance with citywide financial policies, and provides strategic financial guidance to support more than 6,000 employees in delivering the Department’s public safety mission. The division is led by Deputy Director Rhonda Smith, MBA, who serves as HPD’s Chief Financial Officer (CFO) and a member of the Chief of Police’s senior executive team.

- Managing vendor sourcing and bid processes
- Contract development, renewal management and compliance (MWBE, Insurance, Pay-or-Play, etc.)
- P-Card program administration
- Temporary Personnel Services contract administration
- Multi-function machine (copier, scanner, etc.) contract administration
- SAP and MyCOH Time system administration for HPD personnel
- Administration of HPD’s Capital Improvement Projects
- Create purchase requisitions (PRs) upon request from HPD Divisions

713.308.1716 The Grants Unit identifies, secures, and manages federal, state, and other external funding sources in support of HPD’s mission. Key functions include:
- Overseeing $85 million in active grants ($65M federal, $20M state)
- Researching, developing, and submitting grant applications, including budget preparation
- Managing the full grant lifecycle: compliance, reporting, desk audits, and reconciliation of grant accounting
- Providing training and technical assistance on grant compliance
- Coordinating budget development for new and continuing grants
Financial Support, Audit Support, and Disaster Recovery

- Coordination of disaster recovery efforts, including FEMA and state reimbursement processes
