HPD Homicide Division Officers M. Perez and E. Aguilera reported:

HPD patrol officers responded to a shooting call at the above address and found HFD paramedics on scene giving medical assistance to a male (Ballaard) in the driveway of the residence.  Mr. Ballard was then pronounced deceased by HFD.

A preliminary investigation and witness statements determined Ballard was talking to Hicks when, for unknown reasons, Hicks pulled a gun and shot him.  Hicks then fled the scene in a dark green Honda Accord with paper license plates and tinted windows.

Further investigation developed information on Hick's whereabouts and he was taken into custody in the 14000 block of Fondren without incident.
