Suspect Arrested, Charged in Kidnapping Incident at 7650 Clarewood

October 15, 2018 - Charges have been filed against a suspect arrested in the kidnapping of a juvenile female at 7650 Clarewood about 8 a.m. on October 8.

The suspect, Oscar Santay (H/m, 30), is charged with attempted kidnapping in the 176th State District Court and terroristic threat in Harris County Criminal Court #4.  A booking photo of Santay is attached to this news release.

The female victim, 13, was unharmed.

HPD Homicide Division Sergeant M. Holbrook and Detective J. Roscoe reported:

The victim was outside the library at the corner of Clarewood and Fondren at the above address when she was grabbed by the suspect.  The suspect attempted to drag the girl away from the library, threatening to kill her if she screamed.  The girl managed to get away from the suspect and run. 

Further investigation led to the identity of Santay as the suspect and he was arrested last Thursday (October 11) without incident.  

Investigators would like to speak with any other person(s) who had similar encounters with Santay and ask anyone with additional information on him to contact the HPD Homicide Division at 713-308-3600.
