The City of Houston is proposing amendments to Chapter 7, Article VI of the Code of Ordinances, relating to Secondhand Resellers.

The City regulates secondhand resellers because the unregulated sale and acquisition of secondhand goods may contribute to the circulation of stolen property, hinder theft investigations, and create barriers to public safety and consumer protection.

The proposed amendments are intended to create a more streamlined process for retailers, who are also manufacturers, offering sustainable buyback and resale programs for their own proprietary, branded, goods. Retailers offering such programs would be exempt from the recordkeeping requirements specified in the City Code.
