What is CAPS?
The City Accreditation Program for Supervisors (C.A.P.S.) 10-week, policy-based training program designed to strengthen the leadership capacity of current City of Houston supervisors. Led by OT&OD, this program provides essential knowledge on City policies, legal responsibilities, and supervisory best practices. Training is delivered live and in person, using case-based instruction, expert facilitators, and real-world scenarios to prepare leaders for confident, compliant supervision.

Additional Information
To be eligible for admission into the CAPS program, candidates must meet the following requirements:
• Be a full-time City of Houston employee
• Have served as a supervisor for at least one year
• Completed NSO (New Supervisor Orientation) after Jan. 1, 2020
• Supervise at least three full-time employees
• Administer the HEAR process for at least three employees
• Most recent HEAR score is 3.0 or above
• Not on a formal corrective action plan
• In pay grade 17–26
• Receive manager and director approval
Participants:
• Attend all sessions (2 absences = Incomplete or removal)
• Bring a laptop each week
• Wear business casual attire
• Actively participate in discussions and case-based scenarios
• Complete the Budget eLearning module in Week 7
• Attend the Week 9 final exam (open-book, multiple choice)
• Attend the Week 10 graduation ceremony
