CAPS Application Process Roadmap

Admission Requirements

To be eligible for admission into the C.A.P.S. program, candidates must meet the following requirements: 

• Approval from the applicant’s direct manager 

• Be a full-time employee with the City of Houston for at least one year

• Hold a supervisory position within the City of Houston for less than 5 years

• Completed New Supervisor Orientation (NSO) after January 1, 2018

• Directly supervise at least one full-time employee

• Administer the HEAR process for at least one employee

• Have a HEAR score of 3.0 or above

• Must not have a formal corrective action plan

Retention Requirements

Once accepted, participants will need to maintain the following requirements to remain within the program:

• Directly supervise at least one full-time employee

• Administer the HEAR process for at least one employee

• Adhere to the attendance policy

• Attend the class photo session, final group project presentation, and graduation ceremony

• Complete all in-class, eLearning, and group assignments

• Actively participate in group discussions

• Bring a laptop to each class

• Adorn business casual attire while attending each class

Additional Information

Participants are expected to adhere to the following: 

• Attend all CAPS sessions from 8:30 am to 4:30 pm, with a 1-hour lunch break scheduled by the facilitator

2 late arrivals = 1 Absence

2 early departures = 1 Absence

2 excused absences = The Participant will receive an “Incomplete” for the program. The participant will be permitted to continue to attend the remaining classes but will not receive a certificate

2 unexcused absences = Participant will be expelled from the program and will not be able to attend the remaining classes

Excused absences and early departures are approved by the participant’s manager. In the event of an excused absence or early departure, the participant’s manager must notify the CAPS program facilitator of the participant’s absence prior to the class’ meeting
